The Ultra-NHL 99 Championships Rules
The Rules :
TRADES/SIGNINGS
1. Transactions (free agent signings, trades, etc.) MUST be done through me. This is not to say you email me saying "I want to offer FLA G Eric FICHAUD for F Dmitri KRISTICH." You contact the teams with yor offer, but just makes sure you CC the message to me, so I know what's going on. Chances are I will not over-rule any trades, but if I see someone is really being screwed over, I will intervene. The deadline for trades this season will be May 15th, 1999 at 12 midnight EST.
2. Trades may not involve more than three players from a given team.
3. The free agent pool will work the same as it did before -- the bidding will continue until either all teams but one have withdrawn from bidding, or until a new offer has not been made for a period of seven (7) days -- at which point the player signs with the last bidder. THIS GOES FOR RESTRCITED FREE AGENTS AS WELL, meaning players on your roster but not protected. All teams start with $90 million, except Washington ($100 million) and Detroit ($110 million). PLEASE KEEP SALARIES REALISTIC! For example, don't have Fedorov making $3 million -- he makes that in the first period. ROSTERS
4. Teams may have minimum of 18 skaters and 2 goaltenders, and a maximum of 25 skaters and 3 goalies. If you sign a free agent, but already have 25 skaters, you must release someone to make room for him on your roster.
5. Once all current GMs have set their payrolls we will be holding a three-round Waiver Draft. This means each team can protect 18 skaters and 2 goalies (list to be submitted to Jim) for the draft, but the rest are fair game for another team to snatch. The order which teams will draft will be determined randomly, and teams may elect to pass if they do not wish to draft. The three rounds mean you will have opportunities to select three players. There will be a time limit of seven (7) days on the Waiver Draft.
6. Any team with more than 25 skaters or 3 goalies must release players of their choice until they hit 25 and 3. All released players become unfestricted free agents, and are fair game for any GM to submit an offer to.

7. Roster reports will be e-mailed every second day. Roster report mailings will include current offers for free agents, any players released from their contracts, any players signing with new teams, and any trades that have been completed. Should you be in a bidding war for a free agent, you will be notified of any counter-offers as they arrive on my desk.
8. Game results will be sent via email daily (if possible -- we're only human), and GMs will be responsible for keeping track of their own player and team stats. We will have our own records, but you should hgave yours too for your own uses.
